just what the heck are tears?

Within the world of BioShock Infinite, they are rips in dimensional time and space. Everyone is capable of seeing them but only Elizabeth has ever been able to interact with them.

and what do they do?

These tears act as windows (and technically doorways, but there will be no world hopping in-game) to alternate worlds that are filled by certain events and objects that do not exist in the current world that Elizabeth occupies. The choices that created these alternate worlds can be small, such as the appearance of coffee on your breakfast table instead of tea or a different color dish towel but sometimes they can reveal worlds filled by far more drastic changes such as the dead being alive in these alternate worlds. By manipulating them, she is capable of reaching through and taking things in order to bring them into the current world.

how will this work in haven?

Instead of revealing alternate versions of Haven, her tears will reveal the alternate worlds of characters currently within the game. As mentioned, most of the time these worlds will only contain minor differences that will not be so different at first glance but every once and a while that might just not be the case. It'll really be up to you just what your character may or may not see when they glance through the tear. They also will not be able to reach in and mess with anything, only just watch and check things out.

It's not something she would be capable of doing a lot either. Back home, opening tears wasn't really a problem even with a giant siphon in place but in-game she'll only be capable of doing so one or twice a day if she is taking things from different universes.

so about bringing things from these worlds into haven...

She is capable of bringing very minor supplies from these worlds! What sort of supplies might she bring in? Well, mostly the sort of things your character might use in battle. Back in Columbia she would frequently use tears to give Booker health kits, salts, ammunition and other supplies that could be used up in a fight. For example; she could bring in potions and ethers from Final Fantasy, herbal medicine from Fatal Frame or gels from the Tales of games along with very small amounts of ammunition needed for any weapon your character already has in Haven. She would not be capable of bringing in new weapons or any sort of item that is magically enchanted to be used as a weapon or used to permanently grant your character extra powers.

Basically! If it is not something that could be used up/consumed (clothes, aside but she'll only be able to find clothes at random) it can not be brought through her tears.
